Understanding Local Law 144
New York City's Local Law 144 strictly regulates the use of Automated Employment Decision Tools (AEDT) in hiring and promotion.
Independent Bias Audits
Employers must subject any qualifying AEDT to an independent bias audit annually. A summary of this audit must be made publicly available on the employer's website.
Candidate Notification
Candidates must be notified at least 10 business days before being assessed by an AEDT, giving them the right to request an alternative evaluation process or accommodation.
Employer Liability
Fines range from $500 to $1,500 per violation, per day. Importantly, liability rests entirely on the employer using the tool, not the software vendor providing it.
